It would seem to us mortals that the afterlife is just a wide-opened space. You can stake your claim to whatever parcel of property you want to.
But no, some habits die hard. And one of those habits is developing an undying love for red tape and paperwork.
Apparently, ghosts are not free to roam or dwell or inhabit or possess whatever they want to.
They must sign leases, just like they did while living, full of rules and expectations and chores and duties.
Our advice to you. When you die, bring a pen. The afterlife is full of horrors and terror, and blank lines awaiting your signature.
